President Clinton has recently unveiled big changes in the Medicare Insurance Program. The new program aims to "set uniform national performance standards." Under the new rules, health care plans must guarantee that Medicare recipients have access to specialists, keep medical records confidential, and provide interpreters for patients who can not speak english.
Medicare recipients will be entitled to review their own medical records and obtain financial information from the health providers. Health maintenance organizations will be required to pay for the treatment of any condition that a "prudent lay person" would consider to be an emergency. Patients with complicated health problems will be allowed to go directly to a specialist and the health plan must rule on a request for services within 72 hours in urgent cases or 14 days if it is a routine request.
